Methodology
This database contains quotations of individual speakers
that, according to the Crimean Human Rights Group researchers and
independent scientists and lawyers, are calls to genocide, commit
crimes against humanity or war crimes and/or calls to wage an
aggressive war.

The materials included in the database have been published in the
Russia media since 24 February 2022.
The content was selected by the Crimean Human Rights Group with WАR
OF WORDS analytical service developed by NGO CHANGE TOGETHER. TV shows
of the Russian media fully or partially financed by RF State Budget or
public Russian enterprises, as NTV, PERVYI KANAL, ROSSIA 1, ZVIEZDA,
TVTs, ROSSIYA 24, were reviewed during the monitoring. In addition,
the monitoring list also included selected video channels of Russian
and Russia-controlled media and speakers from Crimea, Luhansk, and
Donetsk, with over 500,000 subscribers in the social networks and
video platforms: YouTube, Rutube, Smotrim.ru, and Telegram messenger.
The methodology for selecting and assessing the statements was
developed by Ms. Yulia Krylova-Grek, Ass. Prof. (Kyiv-Mohyla Academy
National University) and Researcher of Uppsala University, given the
results of the study: “Hate Speech in Online Media Publicizing Events
in Crimea” carried out in 2020-2021.
The database also contains information about the speakers making these
public calls as well as additional data on the information resources
and top management of these resources who contribute to disseminating
these calls.

Propagandists: Responsibility for International Crime of Genocide
Incitement Project.
